"Fascism" is not a verb. Not the way words like "gerrymander" or "out-flank" are.
You may be right that fascism holds no more specific a meaning than a very broad and general description, but it is a term that does descibe a political theory and model for national government. It is no more or less applicable than "communism" when it comes to defining an ideology, and has its own manifesto (written in 1914)... just like communism and capitalism.
