Superb idea... but not an answer.

I love the idea, and I can get behind it 100%... but what about my question?

Does the Federal government have an obligation to assist and support the States when a disaster or crisis is too big for them to handle alone? In the means of funding, perhaps? Or use of such national resources as the Corps of Engineers? Or is the obligation limited to ensuring that regulations exist to protect the nation from repeat events?
