This is a report made by the senior analyst at the Center for Strategic and International Studies, which is a very prominent think-tank on traditional, conservative strategy and policy. It is about 24 pages long, but it is an easy read, and makes my point on the failings of the administration in recognising bad intel and keeping it out of US strategic planning. The link is HERE.
Please note that the report is dated July, 2003. This is not some "Monday-night quaterback" looking through his rose-tinted, 20/20 glasses called "hindsight"... this is immediately following the invasion, once real, solid hands-on intel started rolling out of Iraq, as opposed to the hype and supposition that Rumsfeld, Cheney and Tenant were basing all their policies on. The report is stemming from a bastion of conservative policy and opinion, so there is no bias to be found here, either.
